Results-Based Management (RBM) Foundations Program Courses
The Results-Based Management (RBM) Foundations Program is a suite of two courses: “RBM Principles and Basics” and “RBM Functions and Tools.” Together, these are designed to provide participants with the fundamental knowledge, skills, methods, and templates commonly used to manage performance in the public sector. The second course builds on the first, by integrating RBM into key management functions (e.g. planning, risk assessment, monitoring and evaluation, reporting, auditing, etc.). At the end of the course, participants will understand the basic principles of RBM and will be able to more effectively apply the RBM and performance management in a public sector and non-profit environment.
Who Should Register?
This course targets public sector employees from all levels of government and from non-profit organizations who are seeking fundamental information on results-based management and how it can support policy and program management.
Module 1: RBM Principles and Basics
This course directly addresses the following questions related to the general principles of Results-Based Management : What is RBM? How do you construct a Performance Measurement Framework (PMF) and strategy? What are the key components? How do you apply a PMF in various public sector contexts?
Topics for this course will involve coverage of the key requirements for a PMF, including:
- Planning and Performance Management
- Performance (Results) Measurement Framework
- Theory of Change
- Logic Model
- Benefits Realization Management (BRM)
- Performance Information Profile (PIP)
- Performance Indicators, Setting Baselines, Results Collection Methods, Sources and Other Measurement Parameters

Module 2: RBM Functions and Tools
This course introduces participants to an integrated approach to Results-Based Management by addressing the following questions: What are the linkages between the various functions and tools to plan, measure, monitor and manage results? What are the linkages between planning, risk assessment, performance measurement, monitoring, evaluation, and audit? How do you integrate these different performance management functions?
Topics for this course will include integrated functions and tools involved in RBM, including:
- Integrating RBM: An Introduction
- Functions and Tools:
- Risk Management
- HR Performance Management
- Project Management
- And Others:
- Treasury Board Submissions (in collaboration with TBS)
- Using RBM in decision-making, implementation, and service delivery: what management can and should be doing with this information?
- Emerging trends: Gender-Based Analysis+; post-COVID-19 management environment; organizational culture; quality of life; etc.
Prerequisite: Participation in this course requires either completion of Module 1 “RBM Principles and Basics” or “RBM 101” delivered through PPX in past years or demonstration of significant pre-existing knowledge of Results-Based management.

The sessions will be conducted online using Zoom. Support materials will be provided in advance and after sessions. Time and space for interactive work will be included.

NOTE: Participants completing Module 1 RBM Principles and Basics and Module 2 RBM Functions and Tools courses will receive a Certificate of Completion of Results-Based Management Foundations.

Other training resources
Executive directors and practitioners would be either invited to participate as guests or will be recorded through video interviews. We ask that any civil servants participating in the delivery of these courses that these people receive a free ticket (this year as it’s online) or a discount (next year assuming we will be back face to face) for the symposium. For some private consultants or scholars, we may need to provide a stipend.
