
Dragos Popa
PPX Director
Dragos Popa is an experienced Manager in the federal public service, with broad knowledge of public policy, strategic planning, performance measurement, and results-based management. He is presently responsible for management accountability, risk management, and departmental governance in the Chief Financial Officer Branch at Health Canada. Prior to this position, as an Acting Director at Health Canada, he provided direction and leadership in the implementation of the Treasury Board Policy on Results. Dragos is actively engaged in the Government of Canada’s interdepartmental risk management community of practice.
For over a decade, he taught graduate and post-graduate courses at Carleton University (Ottawa), the Canadian Forces College (Toronto) and the University of Ottawa. Within the federal public service, he has worked in five departments: Global Affairs Canada; Statistics Canada; the Canada School of Public Service; the Public Health Agency of Canada; and Health Canada. He holds a PhD in Political Science from Carleton University, and has produced numerous peer-reviewed journal articles, book chapters, commissioned reports, reviews, and other studies.
