Art Stewart is a consultant and author with extensive experience in governance, performance measurement, comptrollership, audit, and HR management. Prior to leaving the federal public service, he was senior advisor to the Comptroller General for Canada. His articles on governance, public sector management, values & ethics, and continuous learning are featured regularly in management publications, including a bi-weekly column for the Institute of Internal Audit (IIA). Art is currently Chair, PPX Learning Events, and is past PPX President and Treasurer.
Steve Montague, partner of Performance Management Network Inc. is a credentialed evaluator, a Fellow of the Canadian Evaluation Society and has 35 years of experience as a practitioner in performance measurement and program evaluation as a management consultant, an adjunct professor and as an evaluation manager in a major Canadian federal government department. Mr. Montague has managed major and minor projects analyzing a wide variety of programs for Canadian federal, provincial, United States, Scottish and Australian governments, as well as conducting work for the OECD, the World Bank, the European Union and the United Nations. He has published articles on measurement and evaluation in journals in Canada, the US and Europe and facilitated numerous presentations,panels and workshops on evaluation, performance management and information management. Steve is also a founding member and twice president of the Performance and Planning Exchange.
Dana-Mae Grainger, Co-President of The Performance and Planning Exchange (PPX), has been a Board member of the PPX for number of years. She holds a Master of Arts from the University of Manitoba, a Certificate in Public Sector Management also from the University of Manitoba as well as a Honours Bachelor of Arts from McGill University. She spent 35 years in the Federal public service in a number of different departments including but not limited to Canadian Heritage as well as Foreign Affairs and International Trade Canada. In these organizations, she held a series of increasingly responsible positions, including Director of Strategic Planning at the Department of Foreign Affairs and International Trade. She has a solid background in public opinion research, socio-economic analysis, sector evaluation, risk management, performance measurement frameworks, and government-wide processes pertaining to the Management, Resources, Results Structure Policy-Program Activity Architecture (MRSS-PAA) and the Management Accountability Framework (MAF). She has chaired professional symposiums, and made presentations to organizations such as the Conference Board of Canada, the Canadian Evaluation Society and the Canadian Archaeological Association. She has also organized learning events related to planning, results-based management as well as performance frameworks.
Tom Wileman, Principal, Office of the Auditor General of Canada (OAG) (Retired)
Thomas A. (“Tom”) Wileman, consultant, retired from OAG in 2011, where he was responsible for performance audits and studies in the areas of ethics, effectiveness, accountability, and performance measurement and reporting. Previous positions: Research Officer for the Standing Committee on Public Accounts; and Economist at the CRTC. He holds an MPA from Queen’s University and B.A. (Hon. Economics & Political Science) from McGill University; and is a member of the Institute of Public Administration of Canada and the Canadian Evaluation Society. He has published a number of articles on accountability, performance measurement and alternative service delivery; and has been responsible for several government-wide audits, including program evaluation and conflict of interest.

Murray Kronick is the National Service Lead for Performance Management for Interis | BDO Consulting. He specializes in outcome and performance management, business cases and strategic and operational planning. He has worked extensively across North America in the public, private and not-for-profit sectors.
He is the creator of three standard methods currently used by the Treasury Board of Canada Secretariat: the Outcome Management Guide, Business Case Guide and standards and tools for the Policy on the Management of Projects.
He is the immediate Past President of the Performance and Planning Exchange (PPX), a national group dedicated to advancing best practices in results-based management. He holds the Fellow Certified Management Consultant (FCMC) designation from the Canadian Association of Management Consultants.
Mike Haley is President and Founder of Landmark Decisions Inc., a Halifax-based niche consulting practice providing worldwide “performance alignment” consulting & facilitation, training, and implementation services to both public and private sector clients. For over 20 years, Mike has supplied guidance on the development of both strategic and operational plans and in building models which help organizations improve their business decision making capacity. Mike also partners with leading technology vendors to help clients realize the value of enterprise-wide technology solutions that support planning, performance reporting, and process/cost management. Mike has been involved with PPX since 1999 and has been an active Board member since 2012.
Walter Zubrycky has extensive with the Canadian federal government, working in both social and economic departments and central agencies. Walter’s work over the past thirty years has focused on performance measurement, program evaluation and special studies and reviews at the departments of Health, Transport, Industry and the Treasury Board Secretariat. Walter continues to pursue these areas as an independent consultant and as an associate of a number of leading consulting firms. A particular area of interest and emphasis in his consulting practice is the provision of training and ongoing support for organizations embarking on the development and implementation of practical and sustainable performance measurement systems. Walter has been a Board Member since 2013 and is currently Chair of the Symposium Planning Committee.

Katie Brown, Manager, Corporate Planning, Performance and Risk Management, Office of the Superintendent of Financial Institutions.
Katie Brown has been a Manager at the Office of the Superintendent of Financial Institutions (OSFI) for over 7 years. Her areas of expertise include integrated planning, performance measurement, risk management, business analysis and performance improvement. Before joining OSFI, she acquired both national and international experience in private and the public sectors, including roles at Telefonica UK, Export Development Canada and PricewaterhouseCoopers LLP. She has a Commerce degree from Carleton University and a Masters degree from the London School of Economics and Political Science in the UK. Katie joined as a Board member in 2014.
Melanie Winzer is the newly appointed Executive Director, Integrated Programs and Planning and Head of Performance Measurement at the Canadian Space Agency (CSA). In this role, she provides direction and leadership in the development and implementation of the requirements for the new Treasury Board of Canada Secretariat Policy on Results. She is also responsible for parliamentary reporting as well as the implementation of the Directive of Safety and Mission Assurance. Prior to the CSA, Melanie spent four years at the Canadian Institutes of Health Research (CIHR) as the Manager, Planning, Reporting, Measurement and Head of Performance Measurement and led the Agency’s work in the development and implementation of CIHR’s Performance Measurement (PM) Regime Toolbox, which is heavily based on the Canadian Academy of Health Sciences Impact Framework. As a result of this work, Melanie has become a leader in demonstrating impact and continues to chair the PPX community of practice for science-based organizations.
Melanie has spent close to 19 years in the Federal Public Service and prior to CIHR, held various positions at Industry Canada, Human Resources and Skills Development Canada, Public Works and Government Services Canada, Department of Justice and Fisheries and Oceans Canada, working on various files involving, policy, impact assessments, finance and reporting. During this time, she has led various departments to be deemed “Leader” and “Department of Example” in the areas of integrated planning, performance measurement and parliamentary reporting. She has a Bachelor of Commerce from the University of Ottawa and is currently completing her Master of Arts in Political Science at Carleton University.

As Director of Corporate Results-based Management at Indigenous and Northern Affairs Canada, Drew’s areas of interest include organizational performance, governance, and accountability. In addition to leading integrated planning and reporting at his current department, his previous experience includes Transport Canada, the Canadian Air Transport Security Authority, and the Privy Council Office. He has a joint law and public administration degree from the University of Victoria and an LL.M. from Kyushu University in Japan.

Dr. Eric Champagne is an Associate Professor of Public Administration at the University of Ottawa’s School of Political Studies and Associate Director at the Center on Governance. Before joining the University of Ottawa, Dr. Champagne spent several years at the World Bank working as a program manager and public sector reform specialist and as a strategic advisor to the Government of Canada on issues related to governance and public sector management. Dr. Champagne’s main fields of research and teaching are public sector management and governance; program evaluation; public policy development; multi-level governance in the areas of infrastructure, transportation and security; and public sector reforms that focus on a broad range of approaches and tools to improve public policy implementation and results.

Nick Chesterley is an advisor to the Treasury Board of Canada Secretariat, working to support and strengthen performance measurement, evaluation and results across the federal government. He holds a PhD (DPhil) in economics from the University of Oxford, and has done research on retirement saving, technology adoption, immunization policy, innovation, and taxes, among other topics. He is originally from British Columbia.
